The evaluation of the burden of GST\u00a0 took<span style=\"font-size: 13px;\">\u00a0into account the level of income, and households\u2019 spending pattern.<\/span><\/p>\n<p>Apart from hitting the low to middle income households, The Penang Institute also found that that the households which would pay higher percentages of their income as GST would include those\u00a0<span style=\"font-size: 13px;\">engaged as technicians, clerical and services workers, farmers, fishermen,\u00a0<\/span><span style=\"font-size: 13px;\">single person households,\u00a0<\/span><span style=\"font-size: 13px;\">young households (less than 24 years old) and households in Peninsular Malaysia<\/span><\/p>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/www.therocket.com.my\/en\/wp-content\/uploads\/2014\/04\/penang-institute-gst.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-7820\" style=\"padding-right: 20px;\" title=\"penang institute gst\" src=\"http:\/\/www.therocket.com.my\/en\/wp-content\/uploads\/2014\/04\/penang-institute-gst.jpg\" alt=\"\" width=\"407\" height=\"288\" srcset=\"https:\/\/www.therocket.com.my\/en\/wp-content\/uploads\/2014\/04\/penang-institute-gst.jpg 848w, https:\/\/www.therocket.com.my\/en\/wp-content\/uploads\/2014\/04\/penang-institute-gst-300x212.jpg 300w, https:\/\/www.therocket.com.my\/en\/wp-content\/uploads\/2014\/04\/penang-institute-gst-247x175.jpg 247w\" sizes=\"auto, (max-width: 407px) 100vw, 407px\" \/><\/a>As shown in the Income-expenditure relationship (left), even when household incomes increase, the increase in expenditure would be steeper.<\/p>\n<p style=\"text-align: justify;\">The Penang Institute study by Lim Kim-Hwa and\u00a0Ooi Pei Qi concluded that <span style=\"font-size: 13px;\">GST is intrinsically regressive, saying,<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 13px;\">&#8220;The implementation of an ill-thought out welfare system is likely to lead to <\/span><span style=\"font-size: 13px;\">inflation, abuse, wastage and possibly accentuate a dependency culture.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 13px;\"> Although cash hand outs <\/span><span style=\"font-size: 13px;\">can be a quick fix and might be a politically savvy move, this might not be conducive in spurring <\/span><span style=\"font-size: 13px;\">economic growth led by innovation, knowledge and entrepreneurship.&#8221; -The Rocket<\/span><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Think tank Penang Institute published a detailed study on Goods and Services Tax (GST) that classifies it as a regressive tax that would affect Bumiputera households and non Malaysian households the most.
