Development Allocation\u00a0for Sabah\u00a0and Sarawak Should Increase\u00a0When\u00a0the Total Development\u00a0Expenditure Allocation Increases Nationwide<\/strong><\/h4>\n\n\n\n \n\n\n\n

We would like to\u00a0inform the media\u00a0that\u00a0Chong Chieng Jen,\u00a0DAP Member of Parliament\u00a0for\u00a0Stampin,\u00a0has\u00a0today officially\u00a0written to the Dewan Rakyat Speaker Datuk\u00a0Azhar\u00a0Azizan\u00a0Harun giving notice of his intention to table a motion under\u00a0Parliament\u2019s\u00a0Standing Order\u00a030\u00a0to amend the motion\u00a0tabled by the Finance Minister Tengku\u00a0Zafrul\u00a0Aziz\u00a0on Budget 2021.<\/p>\n\n\n\n

Chong\u2019s Amendment Motion seeks to amend the MOF\u2019s Budget Motion for Development Expenditure in the following manner:<\/p>\n\n\n\n

1.\u200b To increase the RM69 billion Development Expenditure (D.E.) to RM72 billion;<\/strong> and\u00a0<\/p>\n\n\n\n

2.\u200b To create in the\u00a0Anggaran\u00a0Perbelanjaan\u00a0Persekutuan a new item of D.E. under the Prime Minister\u2019s Department for the Ministry of Sabah and Sarawak Affairs as \u201c98000 \u2013 Development Projects in Sabah and Sarawak\u201d and that the additional RM3 billion be allocated to the said item.\u00a0<\/strong><\/p>\n\n\n\n

Chong\u2019s motion will be seconded by Chan\u00a0Foong\u00a0Hin, DAP Member of Parliament for Kota Kinabalu.\u00a0<\/p>\n\n\n\n

Budget 2020<\/strong><\/h3>\n\n\n\n \n\n\n\n

In Budget 2020 last year, the total development budget is RM56 billion. Out of this,\u00a0around 46% or\u00a0RM25.9 billion is interstate\u00a0spending (allocated to federal government agencies nationwide such as the army, police, hospitals).\u00a0The balance of RM30.1 billion\u00a0are state-specific\u00a0development\u00a0allocations\u00a0which\u00a0can be broken down to\u00a0states.\u00a0<\/p>\n\n\n\n

Sabah and Sarawak\u2019s\u00a0state-specific development allocations\u00a0in Budget 2020\u00a0total up to RM9.6 billion. <\/p>\n\n\n\n \n\n\n\n

RM9.6 billion\u00a0is in fact 31%\u00a0of RM30.1 billion.<\/h4>\n\n\n\n \n\n\n\n

Budget 2021<\/strong><\/h3>\n\n\n\n \n\n\n\n

We are of the view that the\u00a0state-specific\u00a0development allocation for Sabah and Sarawak in Budget 2021 should\u00a0retain\u00a0the ratio\u00a0of\u00a0approximately 30%.<\/p>\n\n\n\n \n\n\n\n

RM13 billion Increase in 2021 Development Expenditure\u00a0(D.E.)\u00a0Allocation\u00a0<\/strong><\/h3>\n\n\n\n \n\n\n\n

For Budget 2021, the total\u00a0D.E.\u00a0has been increased substantially to RM69\u00a0billion from Budget 2020\u2019s RM56 billion. However, the\u00a0D.E. allocation for Sabah & Sarawak remains stagnant at RM9.6\u00a0billion.<\/p>\n\n\n\n

Percentage wise,\u00a0clearly\u00a0there is a dilution of Sabah and Sarawak\u2019s\u00a0D.E.\u00a0allocation\u00a0in Budget 2021.\u00a0\u00a0The proportion of D.E.\u00a0specific for Sabah and Sarawak out of the total D.\u00a0E.\u00a0has dropped from 17.14% in Budget 2020 to 13.91% in Budget 2021.<\/p>\n\n\n\n \n\n\n\n

To\u00a0remedy\u00a0this\u00a0shortfall,\u00a0we would like to propose that\u00a0an additional RM3\u00a0billion\u00a0of\u00a0D.E.\u00a0be allocated to Sabah & Sarawak.<\/p>\n\n\n\n

Without this Amendment Motion, the Minister\u00a0for\u00a0Sabah and Sarawak Affair\u00a0under the Prime Minister\u2019s Department\u00a0will only be a lame duck ministry with zero D.E.\u00a0allocation. \u00a0It is thus pertinent that this important portfolio in Cabinet\u00a0must be allocated sufficient D.E.\u00a0allocation.<\/p>\n\n\n\n

Therefore, we call upon the all MPs from Sabah and Sarawak to support the amendment motion by Chong and not be shackled down by the federal government of the day.<\/p>\n\n\n\n
