{"id":12666,"date":"2015-04-06T16:43:30","date_gmt":"2015-04-06T08:43:30","guid":{"rendered":"http:\/\/www.therocket.com.my\/en\/?p=12666"},"modified":"2015-04-06T16:43:30","modified_gmt":"2015-04-06T08:43:30","slug":"furniture-worth-rm760000-paid-for-with-forged-documents-audit-finds","status":"publish","type":"post","link":"https:\/\/www.therocket.com.my\/en\/furniture-worth-rm760000-paid-for-with-forged-documents-audit-finds\/","title":{"rendered":"Furniture worth RM760,000 paid for with forged documents, audit finds"},"content":{"rendered":"<p class=\"p1\">The procurement of furniture for the redevelopment of the Battalion Camp 5 General Operations Forces (PGA) of Simpang Renggam, Johor, was found to have been made with forged documents, the Auditor General\u2019s Report today found.<\/p>\n<div id=\"attachment_12667\" style=\"width: 362px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.therocket.com.my\/en\/wp-content\/uploads\/2015\/04\/Screen-Shot-2015-04-06-at-4.41.39-PM.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-12667\" class=\" wp-image-12667\" src=\"http:\/\/www.therocket.com.my\/en\/wp-content\/uploads\/2015\/04\/Screen-Shot-2015-04-06-at-4.41.39-PM.png\" alt=\"AG Report 2014 Series 1 \" width=\"352\" height=\"479\" \/><\/a><p id=\"caption-attachment-12667\" class=\"wp-caption-text\">AG Report 2014 Series 1<\/p><\/div>\n<p class=\"p1\"><span class=\"s1\">In the report, the first of a series for 2014, the audit revealed that poor planning of the project as well as non-compliance to guidelines resulted in several weaknesses in this project.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cThe proposed redevelopment of the Battalions Camp 5 PGA Simpang Renggam was to be<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">implemented by Pembinaan BLT (PBLT), and it was approved by the Government. It involved 3 packages with a total cost of RM320.40 million. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cHowever, allocation to finance maintenance work and procurement of movable furniture for PDRM\u2019s quarters and facilities built by PBLT were not included under the Project Development <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">and Management Agreement (PDMA) signed between Government and PBLT on 3 December 2010,\u201d it stated.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Aa a result, the Economic Planning Unit (EPU) of the Prime Minister\u2019s Department approved an allocation amounting to RM13.30 million for 2013 under the Furniture Procurement Project of PBLT, to which the AG has found to be less satisfactory. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Among the weaknesses identified are as follows:<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&gt;&gt; weakness in planning caused the procurement of furniture despite the building was only expected to be completed in March 2015;<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&gt;&gt; full payments amounted to RM760,150 were made on 24 and 27 December 2013 although furniture purchased was not yet supplied and the payments were supported by forged documents;<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&gt;&gt; local bidders were not invited to give their quotations and the procurement was not done through Panel System of Central Contract; and<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&gt;&gt; items supplied were unspecified and not in accordance with the specifications<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">However, the report noted that after the department had reprimanded by Audit, Batalion 5 PGA took immediate action whereby assets purchased were registered and labelled, systematically arranged and kept in a safe and locked place. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cMeanwhile the Home Ministry has set up an Investigation Committee to investigate issues on non-compliance of rules and procedures in furniture procurement,\u201d the report stated.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">&#8211; The Rocket<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The procurement of furniture for the redevelopment of the Battalion Camp 5 General Operations Forces (PGA) of Simpang Renggam, Johor, was found to have been made with forged documents, the Auditor General\u2019s Report today found.
